"The Kremlin has officially reiterated its statement regarding Ukraine's lack of sovereignty, setting conditions for Moscow to claim that Ukraine is not entitled to negotiate with Russia or that any agreements made with Ukraine in the future will be invalid," the ISW summary states.

It is noted that on February 16, Kremlin spokesperson Dmitry Peskov stated that Russia has adjusted its approach to potential negotiations with Ukraine, as Ukraine allegedly has a "deficit" of sovereignty.

In their summary, the analysts from the Institute mention that Kremlin officials have repeatedly asserted that the West forced Ukraine to abandon the Istanbul Agreement, thus indicating that Ukraine lacks sovereignty.

"The Minsk agreements were particularly advantageous for Russia, imposing no obligations on Moscow; however, Russian proxies consistently violated the agreements with Russia's support," ISW added.

Analysts pointed out that state media controlled by the Kremlin utilized an interview from February 15 with former Ukrainian parliament member Viktor Medvedchuk, who is linked to the Kremlin, to reiterate the Kremlin's false narrative regarding the illegitimacy of Ukrainian President Volodymyr Zelensky.
