"Zelensky is currently an illegitimate leader and cannot lift his own ban on negotiations with the Russian Federation, but if he wishes, there are ways to do so," Putin stated.
According to him, negotiations can be held with anyone, but Zelensky "due to his illegitimacy" cannot sign anything.
