Starting from September 2025, a mandatory course on basic military training will be introduced in Ukrainian universities. The basic military training will consist of a theoretical component that will be compulsory for all students, and a practical component that will be required only for men eligible for military service.
This was stated by the Deputy Minister of Defense of Ukraine, Brigadier General of Justice Serhiy Melnyk. He noted that successfully completing the course is a prerequisite for further education in higher educational institutions.
"If students, for some reasons, such as failing an exam or receiving an unsatisfactory grade, or if they refuse to take the military oath, they will not be able to continue their education in higher educational institutions in the future," the Deputy Minister of Defense emphasized.
Men who do not complete the basic military training will be ineligible to work in public service, local government bodies, or the prosecutor's office. Furthermore, according to the Law of Ukraine "On Military Duty and Military Service," they will be required to undergo basic military service, Melnyk adds.
It is important to note that certain categories of citizens are exempt from undergoing basic military training. One of the main grounds for exemption is unfitness for military service.
