He stated that the cost of supporting Ukraine is well understood, but added: "The price of failing to meet this requirement will be immeasurably higher. If Putin succeeds, China will weigh the consequences, North Korea will take risks, and Iran will become even more dangerous."
Moore noted in his speech in Paris that Russia is conducting a campaign of subversion in Europe while simultaneously ramping up its nuclear saber-rattling to deter other countries from supporting Ukraine.
"Our security – British, French, European, and transatlantic – will be at risk. Recently, we uncovered a shockingly reckless campaign of Russian subversion in Europe, while Putin and his allies resort to nuclear saber-rattling to instill fear about the consequences," he remarked.
Moore's speech appeared aimed at rallying wavering European allies and skeptics within Donald Trump's upcoming U.S. administration regarding the significance of Ukraine.
He joins other Western intelligence leaders in warning about the frequent occurrences of Russian subversion.
NATO and Western intelligence services have stated that Russia is behind the increasing number of hostile actions in the Euro-Atlantic region – from repeated cyberattacks to arson.
Last month, the head of British domestic intelligence reported that the Russian military intelligence agency GRU is seeking to sow "chaos" throughout the UK and Europe.
Additionally, sources familiar with U.S. intelligence informed Reuters this week that Russia is likely to expand its subversion campaign against European targets to increase pressure on the West regarding its support for Kyiv.
Moore added that cooperation between the UK and the United States has made the societies of these countries safer, and this will continue.
It is worth noting that according to a survey by KMIS, the majority of Ukrainians (60%) believe that Russia intends to destroy the Ukrainian nation (34%) or carry out physical genocide against the majority of the population (26%).
