The new changes pertain to the inclusion of mobilized workers after May 18, 2024, the cancellation of the 72-hour verification for government bodies during the reservation process, a reduction of the deferral cancellation period to 5 days, as well as clarifications on the criteria for determining critically important enterprises.
The main innovations in the procedure for reserving conscripted individuals include:

inclusion of mobilized workers – employees called up for service after 05.18.2024 will be included in the total number of individuals subject to reservation;

cancellation of the 72-hour verification - government bodies are no longer required to verify employee data during the reservation process;

reduction of the deferral cancellation period - the timeframe for canceling deferrals for employees of enterprises, institutions, and organizations has been reduced to 5 days;

updating the average salary criterion - a monthly period for calculating the average salary will be applied to determine critically important enterprises;

electronic interaction of registries - the Pension Fund and the Ministry of Digital Transformation have been tasked with ensuring the integration of registries for automatic verification of compliance with the salary criteria for conscripted individuals.
In Ukraine, during martial law and mobilization, several categories of citizens have the right to deferment. This can be granted for reasons related to health, family circumstances, professional activities, or education. The list of grounds and conditions for obtaining deferments are determined by laws and government regulations. To arrange for a deferment, it is necessary to submit the relevant documents to the territorial recruitment center.
