According to the decree, reservists in Russia must undergo military training in the armed forces, national guard units, rescue military formations, state security agencies, and the FSB.

It is important to note that military training for Russian reservists does not signify the initiation of mobilization in Russia for the war against Ukraine. Putin signs such decrees annually.

According to Russian laws, a reservist is defined as a citizen of the Russian Federation (male or female) who is registered or obligated to be registered for military service and is listed in the reserve.

Individuals released from military service—either conscripted or contracted—are classified as reservists. Depending on their rank category, these individuals may remain in reserve until the age of 45 to 70.

In August 2023, Putin significantly increased fines for failing to report to military enlistment offices, as well as for not timely notifying about relocations and changes in registration details.

Recall that this week, U.S. President Joe Biden, whose administration is coming to an end, took a jab at Putin during his farewell speech. He reminded the Russian dictator that Putin had aimed to seize Kyiv in three days, yet Biden became the first U.S. president in history to visit a war-torn country without American troops present.

Incoming President Donald Trump has already expressed his desire to meet with Putin as soon as possible after his inauguration on January 20, aiming, among other things, to persuade him to end the war against Ukraine.

Western media reports that such a meeting could take place in Switzerland, which would even guarantee Putin's immunity despite the international arrest warrant against him.
