This was stated by the President of Ukraine, Volodymyr Zelensky, in an interview with ARD.

Commenting on the statements from the U.S. that Ukraine cannot join the North Atlantic Alliance, the Ukrainian president remarked that we cannot simply remove such processes from the agenda. The tactics that involved "disregard for human life" led to the tragedy in Afghanistan.

"You cannot just take this off the table. That’s not how it works. I don’t believe anyone is interested in Afghanistan 2.0," Zelensky emphasized.
